COLONIAL UNIVERSITY GRANTS ADVISORY COMMITTEE.
GENERAL ALLOCATION.
(Note by the Secretary)
1. If the Coloniel University Grants Advisory Committee wishes to make for its own planning purposes, though not necessarily for formal recommendation or for communication to the local governments and institutions, a tentative allocation on a regional basis of the £4,500,000 for higher education, the Secretary of State will provide statistical data, if avail- able, on population distribution, secondary school 'numbers, local revenue and "national income" estimates, or on other factors which the Committee would wish to take into account in making such a provisional allocation.

Attached is a copy of the Secretary of State's despatch of the 12th November, 1945, announcing the allocation of the funds available under the Colonial Development and Welfare 1945 Act.

Lists are attached of:-
definite commitments already rade against the
£4,500,000;
specific applications already received;
applications expected within the next six months;
(a) possible applications from other sources.
It will be seen that these lists involve a total sum of £8,690,000.

It should be explained in reg. rd to the figures submitted below that several of the figures included in List 'D' must at present remain purely hypothetical, the applications actually received might amount to either less or more. There has moreover been no attempt at "screening" any of the figures included and there can be no assurance that they are based on any common standard of need.
The y merely represent the best guess that those who have been con- cerned with these projects in the Colonial Office have been able to make of the approximate extent of the demands likely to be received. They have been included because it is felt that the Committee will wish to have at the outset some approximate idea of the claims that are likely to have to be faced.
